I sent my fleet to take out the orbital station, and now I would like to bomb the life forms before I send in my Assault Armies. If all 8000 of them attempted Titanic Life today, we'd expect roughly 8 people to see the 1/1000 result you saw if they reloaded three times and tried to make this event work. They easily take over the planet in ground combat. Fine, I thought, and brought the fleet over. The event fails, and those beasts attack everyone.
